USB-powered? Rather old-hat, I'd say. What you want is an induction charging point on your desk (and possibly your colleagues' desks as well...), and gloves with batteries and an induction receiver built in. All problems go away then. And hey, you may also be able to charge your phone simultaneously!

I'm not sure about usb gloves, but in winter, I always use the little transformer brick on my laptop cable to heat things. I can put my feet on it, or warm a pair of socks, or put it in a shoe for when I put them on. There is no such thing as waste heat! Awfully hot summer here in Oz at the moment, though, come south to Australia if you want to warm up!
